Description of project
The Neighbourhood Programme (NAB) of the Danish Ministry of Foreign Affairs (MFA) supports the Economic Development Support Programme (EDSP) in the Kaliningrad and Pskov regions for the period 2006-2010. The overall objective of the programme is to improve the living conditions of the populations in the two regions as a result of business development and job creation.
 
This is to be achieved through increased competitiveness and market access for small and medium-sized enterprises (SMEs), development of labour market systems and enhanced technical skills of the labour force. The duration of the EDSP will be 60 months starting in January 2006. Programme implementation is divided into two phases: Phase 1 from 2006-2007 and Phase 2 from 2008-2010.
 
The consortium consisting of DTI, DFSME and COWI are responsible for the implementation of component 1.1 and 1.2 under component 1: SME Development.
 
The immediate objective of Component 1 is that SMEs in the programme regions will increase their competitiveness and access to local, Russian and export markets. This is to be achieved through three subcomponents:
 
Subcomponent 1.1 deals with the development of SME policy dialogue and advocacy capacity of business associations with the aim of developing effective and consistent policies, strategies and programmes to support SME development as well as improving the enabling environment for business development at municipal level.
 
Subcomponent 1.2 aims to facilitate the development of a market for Business Development Services (BDS) to assist SMEs in establishing and conducting business effectively.
 
 
Types of services
DFSME shall provide the following services for Subcomponent 1.1 interventions:
 
·          assist the SME Facilitator in the region and the partners responsible for EDSP in all aspects of implementation, management and reporting related to the subcomponent. Particular emphasis will be given to the coordination and cost-effective use of resources through work planning and performance monitoring.
·          advise on aspects of the generation of all the strategic outputs, especially the audits, the mechanism for SME policy dialogue and the business improvement initiatives.
 
Subcomponents 1.1 includes the following main activity areas:
 
1.       Capacity Building of Govt. Institutions and Mechanisms for Dialogue and Cooperation (under Subcomponent 1.1). The key partners are the Kaliningrad regional government and the Pskov regional administration and similar municipal/local authorities.
 
2.       Capacity Building of Business Associations (under Subcomponent 1.1). The key partners are the Kaliningrad Furniture Association, the Association of Meat Processing Enterprises, the Association of Enterprises on the Bakery and Flour Grinding Market, possible other BAs in the food processing industry in the two regions, the Association of Tour Operators and Tour Industry of the North-West in the Pskov region, and the Chambers of Commerce and Industry in the two regions. Other BAs may become involved.
